The primary difference is, TransgenderHeaven, is a TG support site. Often more than just cross-dressing, although many of us started out that way. There is a whole slew of new issues when you begin to transition. Hormones mess with you.
Most crossdressers aren't looking to have the surgeries.

Crossdressers are usually heterosexual, cisgender males (and some females) who like to dress for fun or erotic reasons. Their sense of gender is not different from their assigned gender at birth and they typically have no desire to live as the other gender continually. That said, for some crossdressers, the practice may facilitate the discovery of their true gender identity.

Transgender people have, at least, some degree of difference between their assigned gender at birth and the gender that they perceive themselves to be. For many, but not all, it becomes a mental health priority to reconcile the outer being with the inner being. That is why people do hormone therapies and gender affirmation surgeries in order to reconcile the mismatch.

Be warned that this was a fairly brief explanation and that there are many variations that fall under the umbrella of Transgender...
