You receive a diagnosis by visiting a licensed mental health professional (Therapist. Psychologist. Psychiatrist, etc.). It varies somewhat per state per country. I’m a Psychologist and I practice in Illinois. As far as having Medicaid you simply have to find a provider that accepts it. Planned parenthood is very helpful if there is one nearby.
